Abstract

The expansion of higher education coverage in Mexico enjoys broad consensus. All stakeholders recognize the multiple benefits that such growth would bring to the country's development and community well-being. However, there is less certainty about the direction this process might take, as well as its policy implications. Among other concerns are the pace of enrollment expansion, the inclusion of non-traditional social groups, the quality of services, and financing. This paper identifies some of the obstacles that could inhibit enrollment growth and proposes strategies to overcome them.
