Abstract
Higher education in Latin America and the Caribbean is a territory populated by contrasts, tensions and accumulated challenges. The expansion observed in recent decades in terms of enrollment, institutions and teaching staff has been sustained despite the contextual, financial and political restrictions that national governments have implemented over recent years. Under these conditions, thinking about the future of higher education in the region is an intellectual and political challenge that requires an approach that combines strategic foresight and anticipatory governance, which is capable of identifying the features of the complexity of possible future scenarios for education. tertiary towards the year 2050, as well as stating some regional policies that both at the national and subnational levels allow achieving the best possible scenarios in terms of quality, equity, coverage and social impact.
