Abstract

One of the characteristics of the Mexican higher education system, is the inequality in academic quality offered by public universities and higher education institutions in relation to private ones. Likewise, there are differences in academic quality between subsystems, regions and federal entities that, in general, are lower precisely in those entities with a low level of socioeconomic development. This essay proposes the need to strengthen the regulation for private institutions and, on the other hand, design programs that promotes inter-institutional equity through cooperation and the transfer of capacities towards to less consolidated, and thus advance in the fulfillment of the human right of youth to higher education under the principle of substantive equality.
