Abstract

Pro market transformations of higher education are the main consequence of a change in the state model, represented by neoliberalism. Neoliberalism, based on the critique of the Keynesian Welfare estate, it has shaped new forms of state from which are developed policies focused on accountability, increased private financing, and the internationalization and commercialization of higher education. These policies redefine the role of the state in the governance of the HEI and modify the concept of HE and the public university.
