Abstract

The evaluation of Higher Education systems is a set of organisms, government strategies, programes and instruments to monitor the substantive and procedural functions of the Higher Education Institutions under the principles of efficiency, efficacy, transparency and accountability to the society. Through the theory of educational trends and comparative method the evaluation systems of higher education between Mexico and Spain are analyzed to show their similarities, differences, learnings, experiences and results that can serve for the development of better systems of evaluation.
